Several political changes in Japan, such as the gaining of ground in domestic politics of rightist political factions and the increased armament of Japanese forces as a military superpower, indicate that Japan has become a 'Normal State'. This paper analyzes the origin and political process of the change focusing on the dynamics of ruling classes, the load of a Constitution protection movement, the changing world order, and undergoing a change in military alliance between the United States and Japan.
Even though post-war Japan, an 'Abnormal State' regulated by article 9 of the Constitution and the military alliance between Japan and United States, has achieved rapid economic development and drawn stable support for the conservative political system under the U.S.-Japan Security Treaty, it has played a small part in international politics. Neo-Conservatism, which emerged amid the period of declining hegemony of the Liberal Democratic Party and the change of international politics during the 1970s, presented a new vision criticizing the weakness of the Abnormal State but failed to gain public support due to the resistance of old politicians.
As the cold war collapsed and the first Gulf War broke out, the limitations of Japan's being an Abnormal State based on limited sovereignty became visible. The strong need for an active role of the state to cope with the changing international political environment appeared during the 1990s. The Neo-Conservatists in Japan have attempted to transform the Japanese state into a Normal State through political reforms; realignment of the Japanese political system, expelling the Japan Socialist Party from Diet, reinstitution of Japanese national symbols, and changing laws related to Japanese Defensive Forces allowing it to expand its roles are examples of Japanese efforts to be a Normal State.
