The Chinese scholars recently define not as international, but as internal war the Koguryo's 70 years war against the Chinese Kingdoms(Sui, Tang), in interpreting as real - historical story the Empirial Edicts of Sui(隋) & Tang(唐) WenDi(文帝)/YangDi(煬帝) and Taejong(太宗). But in these documents are difined altogether Koguryo, Paekche and Silla as barbarian according to the Sino - barbarian world perspective. So, to isolate only Koguryo into China's inland, to evaluate only Koguryo as the object of internal policy and to define only the war against Koguryo as internal, all these are illogical, alogical and contradictive in deducing the Edicts.
Furthermore the wars and peaces between Koguryo and China(Sui, Tang) could not be determined in the conventional schemas: Sino-barbarian world perspective and tribute system. When retracing geopolitically politically and historically the international relations at the time, we can find the war between Koguryo and China as international war based on the realistic and pragmatic principles for the national interests to survive, to preserve and develope each States or each Kingdoms.
Koguryo and China were keeping the inter - contradictory international policy. Koguryo from the beginning adopted the expansion policy, so called 'continent policy, by military power. This was realized by ruling Mongol to preserve and expand the independent Lebensraum or Hegemony in East - North Asia. But China adopted the 'world policy' for her eternal national security to build the unilateral ruling order centered to China in East Asia. The war between two was the confrontation of these policies: Koguryo's continent policy and China's world policy. So the 70 years war was not internal but international war.
