This paper analyzes Korea-U.S. relations in the 1960s, which was the start of Korean economic development. Combining macro-structure and micro-behavior, this paper looks into Korea-U.S. relations at three dimensions: global-regional level, local level, and policy level. This analysis starts with the question of what the role of the United States in Korea's economic development was. Korean domestic conditions modified the regional integration strategy with which the United States followed throughout East Asia. The United States altered its foreign aid policy toward Korea by balancing a combination of military aid and economic aid. The Korean government changed its strategic policy for economic development from inward to outward focus. This paper concludes that the Korea-U.S. relations in 1960 was formulated through a multi-layered mechanism, amongst which, the U.S. model of operating a macro-economic policy played a major role in developing the then Korean economy. The relations-formulation was highly determined by macro-structural limitations and has been shaped by international constraints, which were given exogenously. On the other hand, the two countries' domestic micro-behavior and policy-decision, especially Korea's domestic policy choice directed by Park Chung Hee were analyzed in order to overcome the exogenous limitations. Analyzing the foresaid three dimensions and major policy issues between the two countries, highlight the role of the United States. Korea and the United States stood face-to-face regarding every policy matter at the first draft of the first Five Year Plan for Economic Development. However, the United States' criticisms and requests were almost all taken into account within the amended Plan, through which Korean macro-economic policies turned toward an export-oriented industrialization strategy. Korea followed the U.S. model to deal with macro-economic indices in terms of economic rationalization and stabilization. Korea has continued American principles of macro-economic policy since adopting them in the mid-1960s. POSCO can be viewed as an exemplary case that shows the multi-layered dynamics of economic development in Korea.
