This study examines the effects of the strictest land use control measure in Korea, greenbelt, on land values in the Seoul metropolitan area. It consists of two-stage analyses; the first focusing on land value changes in the greenbelt area per se and the second on those in the whole metropolitan area which includes the non-greenbelt area. In the first stage, it is empirically estimated that the greenbelt land values were about 30% below the non-greenbelt land values in 1987, confirming a posteriori that development activities have indeed been prohibited within the greenbelt as the law stipulates. The estimation is based upon the multicausal land value model to take into account poorer transportation accessibility and less employment opportunities in the greebelt area, which largely consists of mountaineous and rural areas. The traditional gradient model overestimates the land value differences between the greenbelt and non-greenbelt areas because it cannot separate the government regulation effects from the transportation and employment effects.
Using this estimation result and adopting ‘a closed city’ assumption, it is then estimated In the second stage that the non-greenbelt land values would have on the average been 7.5% lower in the inner and the outer sides of the greenbelt, had the greenbelt been completely released for urban development in 1987. The greenbelt land values would have instead increased by 32.1 % with the greenbelt release. Sensitivity analyses also show, among others, that if the greenbelt release would have an impact only on the inner side of the greenbelt, the estimated land value decrease would be 19.2% as opposed to 7.5%.
