The purpose of this paper is to investigate how the differences of economic size and living standards among regions affect the quality of the regional environment. We show that the regions experienced relatively low economic growth are in the lower pollution level than the ones experienced high economic growth, but that the gap of the water and air pollution levels among them is decreasing.
Most pepole have considered Chonbuk area as one of the regions not having major environmental problems since it is relatively less developed than the other regions. However, this study finds that huge economic growth plans of Chonbuk province to reduce the economic gap with other regions have brought more polluting firms to the region without reducing the gap. We suggest that a reckless regional develpement policy focusing only on the increase of gross regional products should be abandoned. We have to endeavor to design an economic growth plan compatable with natural resource (or environmental) basis.
