A long term strategic approach is essential to achieving the goal of sustainability. A Local Agenda 21 is a long term strategic program for achieving sustainability in the 21st century.
The first chapter of this paper is providing objectives, scope and approach of this research, The second chapter is discussing meanings and needs of Local Agenda 21 plan in Korea. Some overseas examples of Local Agenda 21 are described in the third chapter. The fourth chapter is addressing guiding principles of developing a guide to a Local Agenda 21 Process. The actual guide developed in this research is shown in the fifth chapter. The steps for developing a Local Agenda 21 are suggested in the sixth chapter.
It is hoped that the Guide developed in this research will provide a tool towards the development of a Local Agenda 21 in Korea.
The Guide suggested in this research is expected to further be refined and elaborated through actual case studies both in Korea and in other parts of the world.
