This study focuses on assessing the impact of transportation networks on urban and regional development. The primary methodology is a simulation on a synthetic model which integrates Networks Effect Analysis Model and Interregional Input Output Model of 15 regions in Korea. The simulation scenario is constructing new 11 expressways. The main results of this study are as followings.
First. networks have a great effect on urban and regional development. GDP( Gross Domestic Product) was 417 trillions won in the state of 1991’s networks. and 455 trillions won in more constructing 11 networks than 1991’s networks. In other words. without constructing the 11 transportation networks. the congestion cost will be 38 trillions won(9.l % of GDP). Second, the impact of networks on urban and regional development was different according to the network type. Constructing’ transportation networks on East-West network axis in Korea is more efficient than on the South-North axis. which implies the necessity of planning East-West network development program as Taejon-Chungmu expressway.
Third. 10 Expressways of 11 Expressways have no effects on decreasing regional disparity between Seoul metropolitan Area and the rest of countries. The one reason is that the planned networks are South-North networks linked with Seoul Metropolitan Area and the economic power was concentrated on Seoul metropolitan Area. The other reason is that even if there were cities on the same line of expressways, development effect is greater in big city than in small city at least in Korea. Thus in spite of constructing transportation network in developing regions, regional disparity increase. If the model in this study includes cost-benefit concept to be the extended model, it will be comprehensive and synthetic model for Social Overhead Capital (SOC) investment priority.
