Air quality data show empirically that transportation is the major source of urban air pollution. With the application of the integrated paradigm, the pursuit of a single objective such as minimizing travel time is no longer a primary concern in decision-making process. Rather a search for a suitable balance between transport costs and compatibly configured environmental planning is desirable. Based on the interactions between traditional user equilibrium(TUE) model and environment-capacitated user equilibrium(ECUE) model, the main focus is given to experiment the hypothesis that environment-friendly traffic assignment can be obtained or not. Using the concepts on congestion level of transport network, degree of congestion concentration, and traffic concentration ratio, two models are analyzed. From the empirical applications on Taegu City, one of the most exemplary findings in ECUE model is that, notwithstanding the total travel time is increased by 38.9%, the average NOx concentration level decreased by 87.9%. It is crucial that the ECUE model be properly coordinated in recognition of travel costs and air quality improvement simultaneously. Further research that provides (1) showing the spatial variation of pollution levels along the intersec tions, (2) more developing combined paradigm between transport, land use, and environment, (3) using environmental road capacity rather than physical traffic capacity can contribute usefully to the applications of the real and efficient ECUE model.
