Currently, household travel survey has been conducted in a number of cities. Cities, travel behavior and data processing capability have changed, requiring current data for analysis and planning: but nonresponse bias persists, often leading to a lack of adequate representation of low-income and low-education, residents. The purpose of this study is to suggest a method for improving the weighting process by incorporating the spatial pattern of return rates as an additional step in the weighting process. Also this study suggests the weighting method when the populations of weighting variables are not available.
A method to subdivide a study area geographically into microz ones to account for the differences in return rates is suggested in conjunction with conventional factoring. In order to estimate the populations of weighting variables, the DSF procedure considering the sampling rates of weighting z ones has been suggested. In applying the weighting method to data collected in suburban Chicago, the representation of public transportation, Metra, ridership shows that suggested weighting method matches the actual ridership data well.
