This paper reviews the cooperation systems among the French local governments, called communes, within the context of French territorial development policies. The French cooperation entities, including syndicats, communautes, pays and agglomerations, are the outcomes of long adaptation efforts to contemporary economic and urban mutations : such as enlargement of public service delivery areas, differentiation of urban and rural management systems, enhancement of the spatial complementarity between urban centers and their rural hinterlands, and construction of integrated inner-urban authorities. This paper begins by politico-spatial factors which have led the development of intercommunal cooperation, before treating various cooperation tools and their roles and functions. The paper, then, discusses the inherent logic of the French cooperation system, and finds policy implications for Korean territorial system from the French case. This paper suggests the French intercommunal cooperation systems for institutionalizing more diverse and systematized cooperation style and finally establishing a new local governance system in Korea.
