This study is a research on the role of administration to encourage the participation of residents in the Process of Rural Area Development Project using a case of Japanese rural area. The purpose of this study is to obtain research results that can be used as a reference in the establishment of the development plans for Korean rural areas. The analysis techniques adopted were frequency analysis, factor analysis and regression analysis. The results of the research can be summarized as follows. ① The review of existing theses showed that the encouragement of residents' participation was being studied in various fields, and most studies were conducted on urban communities focusing on specific areas concerned. This suggests that it is difficult to choose a method that can be applied to a broad area beyond a certain region because local characteristics have much influence when attempting to incite residents' participation. ② The administration conducted various educational programs, lectures of outside speakers, forums and training programs to foster experts for the encouragement of residents' participation. According to the results of the factor analysis and regression analysis, the factors can be divided into 2 categories: the factor of participation inducement program and the inner factor of the building of amenity facilities. Among them, the change in residents' recognition through the education programs conducted by the administration and the participation in the gatherings prepared by the autonomous groups of the community was the strongest factor for the residents' participation. ③ Though a quantitative data analysis could not be performed, the residents' participation was greatly influenced by the reform of administration according to the change of inhabitants, establishment of a special administration department to serve residents, and continuous guidance of administration.
