Terrorism is defined as the threatened use of force or violence against people or property with the intention of intimidating or coercing societies or governments to solve politicalㆍ religiousㆍsocialㆍethnic conflicts. The terrorist attacks of September 11 shocked the whole world, impressing the fear on the memory. After September 11, terrorism has not been regarded as a story in a fiction movie any more. It has become a major challenge that contemporary people are confronting in the real world. Based on the above understanding, this paper is all significant points regarding 'terrorism' and 'international police cooperation' are examined, analyzed, and arranged chronologically in a comparative view of law. Today, terrorism becomes common and it is not a exaggeration to say that the whole world is in a process of conducting 'A War against Constant Terrorism'. However, it is very challenging to build a system to properly respond the terrorism. Although even a municipal law is enacted based on a strong bond of sympathy in a nation, it has to get through many errors to generate a visible effect. Therefore, it is apparent that in the international level, building a legal system responding to the terrorism is even more challenging due to the difficulty of mediating diverse interests of each nation. However, terrorism is not what needs to be solved in a list of priority, but what ought to be solved with the top priority. In the history of human being, the progress is made after tragic incidents. For example, 'Article 2(4) in Charter of the United Nations' and 'International Human Rights Law' were enacted after World War Ⅱ. Therefore, on the other hand, terrorism is offering to us an opportunity to rebuild international law system which was established after World War Ⅱ. To prevent further terrorism in the future, the punishment of terrorists is very significant, In this context, the most proper solution, overcoming the limits of current system, will be international police cooperation system utilizing its huge organizations, outstanding intelligence system, and reactive capability. For domestic strategies, re-structuring of police organization is required to properly respond to the terrorism. For international strategies, it is necessary to scale up, streamline, and reinforce current Interpole system based on international consensus and eventually to establish Interpole
permanently under the United Nations. In other words, Interpole should be changed to an international organization possessing legal restraints at least like WTO to secure the effectiveness. The newly organized Interpole should deal with intelligence service to collect the information to prevent terrorism.
