This paper reviews the recent developments in regional trade arrangements (RTAs) involving East Asian countries, and valuates the various possible options of plurilateral RTAs that Korea and Japan, the two Northeast Asian countries, can choose from. In particular, the paper valuates the plurilateral RTAs such as APEC FTA, Sub-APEC FTA, ASEAN+3 FTA, ASEAN+5 (or 6) FTA, and Northeast Asian FTA. Considering the advantages and disadvantages based on trade creation effect, difficulty of negotiations, increased competition, economies of scale, and stimulus to investment, the paper chooses the ASEAN+5 (or 6) FTA as the best option. This includes most major economies located in Asia: the 10 ASEAN countries, the 3 Northeast Asian countries of China, Japan and Korea, and Australia, New Zealand and India. Thus this would result in a larger trade creation effect than ASEAN+3 FTA, and including Australia, New Zealand (and India) would reduce the leadership competition between China and Japan. Including the Oceania OECD member countries could also help East Asian countries reach an FTA that meets global standards.
