The purpose of this study is to evaluate the performance of the administrative reform based on the new style of Public Management, which is making its appearance as a new paradigm in Korean Government. This study analyzes the theoretical background of administrative reform, which includes the new managerial ism model revolving around England and the entrepreneurial government model centering in the U.S.A. Next, the conceptual framework is established and the institutional and behavioral analysis is carried out Factor analysis is applied by selecting the variables and indicators. Analysis reveals that (1) the relevance between the reform instruments and the effectiveness of New Public Management is relatively significant, and (2) the personnel reform factor and the structural reform factor are the most influential among reform factors, Whereas (3) the fiscal reform factor is the least important. Finally, when attempting to adopt indigenous administrative reform, the relevance of the reform instrument suitable for the administrative environment should be taken into consideration.
