During the presidential election of December, 2002 it was, without difficulties anticipated, that decentralization reform was supposed to be put into action to an extent which would be higher than ever if president candidate Mr. Rho had won the president election of December, 2002. Because he announced quite often his pledges which was characterized by a higher level of decentralization reform planning.
Since the inauguration of the Participation Government whose title was created by president Rho's political intention that he would enhance people's participation in his government sequent measures have been taken in order to carry out his pledges in association with decentralization reform.
An organization named as "Government Innovation and Decentralization Committee (hereinafter referred to as Committee)" was established in April, 2003. One of the major missions of the Committee is to carry out matters with decentralization reform, including planning of and conducting researches associated with decentralization reform.
According to the plan established by the Committee the decentralization reform road map was made and announced in July, 2003. The major ingredients of the decentralization reform road map was reflected in the "The Decentralization Special Act (hereinafter referred to as "the Special Act") in December, 2003.
The legislation of the Special Act was assessed as a turning point with respect to decentralization reform efforts taken by the Participation Government because the Special Act includes several significant principles with respect to the decentralization reform and major tasks which "a Committee for Promoting Decentralization Reform" is supposed to carry out.
It is more than a year since the legislation of the Special Act was made. Despite of the political and administrative significance of the Special Act it is widely accepted that the output of decentralization reform by the Participation Government has not been produced to an extent which is satisfied.
The purpose of this study is to discuss the significance of the Special Act and to investigate reasons why the output of decentralization reform by the Participation Government has been duly achieved. On the basis of this investigation a few suggestion will be made.
