After comparing Korean community sports and recreations with those of our German counter-parts, I reached these conclusions to suggest the following ways to activate Korean community sports and recreations.
1. A close relationship between central and local governments is needed in carrying out national policies within communty sports and recreations. And, it will be neccessary to establish a systematic standard for the different populations in different localities, like the "Goldenplan" in Germany. That will help improve insufficient facilities and, to that end, a need to increase budget for community sports and recreations is required.
2. The Committee of Sports Facility Usage is just a bureaucratic form of administration. Indeed, a need to systematize the connection between all the local public sports facilities and open school facilities to revitalize the school sports facilities is well overdue.
3. Some national devices are to be systematically set up to harmonize gevernmenta organizations with nongovermmental ones, and to recognize the qualifications for training individuals. Evidently, the regulations that are related to hiring community sports instructors for facilities and sports industrialization should be strengthened. In accordance with this, the training systems at institutes are expected also to be improved, to cultivate instructors with educational skills and character.
4. One of the problums that Korea has with its sports adnimistration is that there are few profssional sports administrators. There's a great need for a training organization that can educate professional sports administrators. And to run this kind of organization effectively, professionals should be placed in every administrative field.
