This study is an attempt to examine the relations between the Natural Disasters and the Agriculture Encouragement Policy in the Early Period of the Kory? Dynasty. The Natural Disasters, extraordinary Changes of Climate, and Astronomical Phenomena had started to occur frequently in 11th century, and specially in the early 12th century(1100～1140).
Frequent Occurrence of the Natural Disasters resulted in damage to the ordinary Agriculture Production activity, as well as the peasantry and the farming according to the bad harvest, famine, and disease. To solve the problems the agricultural Policy of government focused on the recovery the ordinary Agriculture Production activity. When the Natural Disasters occurred, the government's focus of the agricultural Policy was on the reinfocing and guaranteeing the stability of seasonal schedules, labor and materials for the peasants' agricultural activities.
In this study the noticeable fact is that the more frequently the Natural Disasters occurred, the more progressive aspects were found in the Agriculture Encouragement Policy. For example in the early 12th century(1100～1140) which the most frequency is occurred, new methods to recover and to promote the Agriculture Productivity were developed in the agricultural Policy. This fact means that Human Effort against the Natural Disasters had continued persistently, which had developed the Society by degrees.
