Seoul Metropolitan has been driven by information-oriented policy continuously, is regarded as the information benchmarking city nowadays. Recently, as Ubiquitous IT(information technology) is coming to the front of a new information technology paradigm, Seoul Metropolitan is undertaking ubiquitous IT service plan. This study is aimed at investigating constraining factors of existing e-government services and estimating constraining factors of future ubiquitous IT service of Seoul Metropolitan city and offering policy suggestion for constructing ubiquitous service henceforth. To that end, it firstly analyzes constraining factors of existing e-government services, finding that the lack of personnel related to informatization is most serious problem. So it is required diversified manpower policy related to IT. Meanwhile it also estimates constraining factors of future applicable ubiquitous IT service, finding that economic validity issue is most important thing. To response this issue, firstly it is required searching for service area which usefulness & diffusion of ubiquitous IT is of the greatest, then appling to that areas by priority.
