This study has been, first of all, interested in the change of population rank-order in the urban system of Korea covering the 1980's and the 1990's respectively. Various factors may affect the change of rank-order. Therefore, this paper has intended to explore those factors from differences of characteristics of economic activities among cities changed in rank-order during the period.
As the research result, it has been found that manufacturing sector was a strong development engine for the urban economic growth. The increased rank-order cities have been specialized in the manufacturing sector. In addition, growth of the service sector has been accompanied with growth of the manufacturing sector. The decreased rank-order cities have been showed low level of specialization in the service sector without specialization of the manufacturing sector. From this point of view, it is understood that cities can maintain their economic stabilities when growth of service sector is induced by specialization of manufacturing sector.
Thus, the study, for the local governments, concluded that it was necessary to foster manufacturing industries rooted in their own bodies ahead of fostering service sector. And it is important to construct regional innovation system with industries which technological innovation is possible.
