This article sets out to examine the direction and functions of the dynamic agenda setting of economic issues through the vector autoregression (VAR) and regression analyses. We have investigated the newly-compiled Korean media tone index of economic news, the state of the economy, consumer expectations and consumer behaviors. Our results show bilateral influence running between the actual state of the economy and consumer expectations concerning the economy. In addition, the tone of the media coverage of economic news has an immediate influence on the direction of consumer expectations. Accordingly, the domestic media tend to play the role of agenda setters pertaining the people's perception of the current economy. The agenda-setting function of the media coverage is greater in periods of business contraction than those of business expansion. The tone of media coverage, which has been adopted toward a possible downturn in business activity, tends to relate significantly to the comsumer expectations even after controlling major economic indicators. Changes in consumers' future expectations are analyzed as having the character of self-fulfilling prophecies that influence the actual level of consumption activity. Through this research, we have found that while the press and media cover the current economy negatively without reflecting the over-all state of the economy, they may in fact insist negative influences on people's real economic activities. This has happened although the media might not have intended to do so. Consequently, the policy authorities will be confronted with the need to communicate effectively with various economic agents including the press, firms and consumers concerning their own assessment or interpretation of the state of the economy. On the basis of this finding that the tone of economic reporting can exercise a substantial influence on the nation's economy, we discuss the future agenda setting research in and outside of South Korea and explore the possibility of applying the more complex time series methodology to this area of research.
