Three Offices & Six Sectors(3성6부) based on Tang's political system during the Sungjong era was selected nearly 80 years after the Tang Dynasty collapsed and 20 years after the Song Dynasty was established. At that time, the Song Dynasty has the most complicated political system in the Chinese institutional history. The current study reviewed Twelve Offices(12관부) in order to examine reasons why the unique political system at the beginning stage of the Goryeo Dynasty was absorbed in Tang's political system newly introduced during the Sungjong era.
Twelve Offices during the Taejo era means there are more than 16 offices including Wonbongsung(원봉성), Naeuisung(내의성), Yebu(예부) and Yebinsung(예빈성), not meaning only 12 offices. These offices were integrated into Ten Offices & Four Sectors during the Gwangjong era. Gwangjong improved the existing political system into Ten Offices & Four Sectors(10성4부), which is seen as a preliminary measure to accept the Tang's political system. Also there was also a change in ranking of major positions during the Gwangjong era, which means there was a change forecasting Three Offices System, not a mere change itself.
The current study understood an opportunity to realize Three Offices & Six Sectors during the Goyreo Dynasty as introduction of tex books like 『Tongdian (통전)』 and 『Shengyunshandingtio(승원산정조)』 of Nantang(남당), the only constitutional System established during the Wudai(오대) period after the close of the Tang Dynasty.
