Koreans have experienced rapid political, social and economic development during the past half century. Koreans have experienced "The Third Wave" of democratization. In the latter half of the 1990s, several scholars considered that the Korea passed the definite threshold to consolidation of democracy. Currently, much more scholars have been interested in democratic consolidation as a forward subject of democracy in Korea. This paper examines the patterns and characteristics of the democratic consolidation in South Korea after its democratic transition in 1987. The paper provides a theoretical overview of the relationship between democratic transition and democratic consolidation. This research aims to study a factor that promotes consolidation of democracy in South Korea. In this sense, under the democratic regime, the new Korean democracy has still not completely been consolidated, but has been partially consolidated. This paper tries to construct a new framework to analyze the crisis in the process of change to transition to democracy, democratic consolidation and post-consolidation, based on the South Korean case. In the late 1980s, a scholar divided the democratization process into the stage of liberalization, democratization. Based on this alternative definition of democracy, this paper aims an alternative theorization of the post-democratic transition and democratic consolidation. For this, the paper divided the democratization process into formal construction of democracy and substantive(or social) construction of democracy. The transition to democracy means the process of political de-monopolization combined with economic de-monopolization and social de-monopolization in interaction.
