The experience of the Great Depression in l930s was one that seared itself deeply in American society. Consequently, a plenty of researches for contemporary American history has mainly focused upon the causes and consequences of the Great Depression, and the character and substance of Franklin D. Roosevelt's New Deal for dealing with the Great Depression, However, some revisionist historians have recently tried to reappraise Hoover by examining some aspects of Hoover's economic policies and political ideologies.
Since mid-1960s, a substantial number of books and articles have been written on Hoover's achievements and appraisals. However, there are hardly works on Hoover in Korea. Thus, little is known about his policies to attack the depression and his achievements as a president. This paper is designed to help fill this gap.
ChapterⅡ explores Hoover's achievements prior to president, major doctrines of his ideology and political background. This chapter shows that Hoover attempted to devise a series of policies for dealing with the depression that anticipated Roosevelt's New Deal, including the creation of the Reconstruction Finance Corporation, the passage of the Glass-Steagall Bank Credit Act, the Home Loan Bank and the Emergency Relief and Construction Act. Main focus is upon the enactment processes of these policies and their contents.
ChapterⅢ investigates the historiography, both traditional and revisionist, on Hoover's policies and achievements. This chapter also probes that Hoover and Roosevelt are closely identifying in economic policies, rather than being sharply distinguishing them.
This paper concludes that unlike his predecessors, president Hoover responded immediately and forcefully to the depression. Hoover, far from being an advocate of old-fashioned laissez-faire, was in many ways the precursor of Roosevelt and New Deal. In short, he was one of the major leaders in the twentieth century shift from laissez-faire capitalism to the modem corporate state.
