For stable activities, a NGO needs to be equipped with various elements. Among them, sufficient financial support is indispensable. But as a survey shows, Korean environmental groups are not blessed with funds for their activity. First of all. the sum of money is so small that often it can not afford normal expenses to maintain staffs and office.
Regarding the successful function of NGOs for social progress so far, I insist that some legal institute is prepared to lessen the burden of budget for civil groups. One of the best ways will be to recruit members. The number of people interested in social works or volunteering is steadily growing, but it is not sufficient. Another way is holding fundraising activity. It has not been so effective so far, either.
New legal development to solve financial woes for NGO is related with tax. When a person or entrepreneur give some money to an NGO, he can get tax favor. But people think this program is so complex and unrealistic. Few people will donate money to NGO groups just because they can get some tax favor.
My suggestion in this paper include both the efforts of civil groups and government. NGOs should pay more attention to make their book keeping transparent and reliable. If the income and use of money can be shown to any body interested in the group, it will induce more money to the group. Government should make the process easier. Misuse of tax favor by NGOs can bring social problem. But it is groundless doubt. The size of Korean NGO is so small that it is a barrier for effective civil activities. To make this society better, more fund should flow into NGOs. Legal systems for direct or indirect financial support to the NGOs should be improved as soon as possible.
