Taiwanese history education has been in the vortex of a great change since the publication of Recogntion of Taiwan(History) for middle school students in the late 1990s. It was used during 1997 and 2004, and substituted The Social Studies, in which the text involved history, geography, and citizenship. The high school history course was changed from the previous system of 'Chinese and the World History' to that of 'Taiwanese, Chinese, and the World History' in 2005. Accordingly High School History vol. One, the Taiwanese history textbook, has been used in the freshman classes since 2006, and the change has been unprecedented ever since the foundation of the country.
All the history course reform confirmed and announced in the High School History Course Outlines(New Outlines) in January, 2008. The reform of high school history courses and the use of Taiwanese history textbook resulted from the 'Taiwanese sense of sovereignty'. This stemmed form the 8 years under the reign of the Democratic Progressive Party and from Du Jeonsheon's 'plans of concentric circles'. This emphasizes Taiwan's own historical freedom from Chinese history. Mr. Du led the history course reform for 4 years(2004~8) while working as the Minister of Education.
However, the harsh, critical attacks of the reform continued from the opponents of Kuo-min Tang during the reform years. As Kuo-min Tang took office, the Ministry of Education replaced the head and in June 2008 decided to postpone the implementation of New Outlines one year later on the 99th academic year (in 2010).
Now, the debate on the high school history course reform and the Taiwanese history textbook has been strongly objected due to the regime change from Democratic Progressive Party to Kuo-min Tang. Also, as the Chinese government has criticized the Taiwanese history course reform interrupts the reunification of Chinas for ‘One China Policy’, it is worth obselving whether the Kuo-min Tang govemment of Taiwan, who pursues the cooperation of both Chinas as one of its main policies, will implement the New Outlines without any change.
