The purpose of this study is to define impacts of economic reforms and external opening on the national development mechanism and industrial infrastru c t u re development in North Korea. Economic reforms and external opening will bring not only fundamental socio-economic changes but also the changes on national development system of North Korea. In the socialist economic system, the North Korean government is not only a planner but also an actor for implementing development projects. However, this system will be changed if economic reforms and external opening will be implemented in North Korea. In this study, changing industrial stru c t u re is identified as the main factor which can play an important role in national development in North Korea according to the forthcoming economic reforms. As the spatial consequences of economic reforms and external opening, regional disparities could be expected. If economic reforms are implemented in North Korea, the winners and losers among the North Korean regions could be more apparent. The economic problems such as high unemployment and low investment could be more serious in the regions that were based on a heavy machine industry than in the regions which have potentials for service and light industries. Especially, the regions where economic base was deeply connected with big state-owned enterprises should be confronted with serious economic depre ssion. Also, new demand for industrial infrastructure will be emerged in the process of economic reforms and external opening. In order to achieve industrial transformation successfully, North Korea should prepare a road map that shows paths of external opening and prospects for economic reforms. A restructuring industrial areas based on economic reforms and external opening will contribute to the stabilization and revitalization of the North Korean economy.
