School dropouts not only forfeit the opportunities of students for education but also deprive themselves of their opportunities for proper the way of society, giving rise to actions of maladjustment in social life. Such actions increase the risk of ultimately resulting in misconduct and criminal behavior. To prevent and guide dropouts, not only is to aid in the students' futures but also it is critical for social management and development of human resources.
Through research, It was found that the dropout rate is affected by such factor as the students' family atmosphere, a residential district, grades, and experience of leaving home. In terms of area, dropout rate was higher in schools located in cities than in schools located in rural areas and it was that at the time of dropping out, the characters of the student was generally lower grade than average, runaway experience, unstable family environment, family financial troubles, and lower school career degree of parents than those of high school graduate.
The maladjustment to school life of dropout students is largely due to excessive competition for university entrance exam, a rigid rules of school and neglect of their individual need. Therefore, Dropouts is in need of different alternative education with existing public school rather than simply returning to school and government and office of education have to effort for development and reinvigoration of alternative education.
In order to develop and reinvigorate alternative education, government and office of education have to prepare policies for resolving the matters of occurrence in relation to alternative school such as lack of understanding of alternative education, poor educational surroundings owing to lack of funds, social bias, lack of alternative school in city, inefficient management system, organizational restrictions, and excessive controls to institutionalized alternative school.
As plan for resolving the problems, first, it is to reinvigorate a mutually cooperative relationship between exiting public school and alternative school through reinforcement of support systems and professionals aided in school adjustment of students. Second, through qualitative evaluation to alternative school, a discriminative support of finance and a more flexible administration should be encouraged. Third, policies should be prepared for a public relations of alternative Finally, establishment of alternative school in city should be expanded and standards for academic recognition need to be diversified.
