This paper tries to critically analyse heated debate on democracy among the chinese intellectuals under Hu’s regimes. It reviews a main structure, characteristics and implication of current debate on democracy among the chinese intellectuals. The debate is now between two groups. The first group has an optimistic viewpoint that democracy in China would require universal values of mankind like western liberal democracy-radical liberal democracy. The second has a skeptical standpoint that chinese type of democracy should have ‘democracy with chinese characteristics’ reflecting current chinese situation―hybrid neo-conservativism. From a long-term perspective, these two opinions can converge as well as coexist. The present CCP may maintain regime of resilient authoritarianism, which can carry out an economic development and democracy with chinese characteristic together.
