This article analyses the personnel affairs system, ages of office term and the office function for the purpose of studying the position of the civil officials of the capital from the Jeong first Pum(正一品) to the Jong sixth Pum(從六品) at the early Chosun dynasty. The personnel system concerning appointment or suspension applied to the officials was regulated differently according to the posts of the offices such as the State Council(議政府), the Six Ministries(六曹), Seungjeongwon(承政院), Hongmungwan(弘文館), Saheonbu(司憲府), Saganwon(司諫院), Sejasiganwon(世子侍講院). The appointment. suspension and promotion of the civil officials of the capital from the Jeong first Pum to the Jeong sixth Pum was regulated and executed differently according to the personnel system and each office function.
The position of the official posts from the Jeong first Pum to the Jong sixth Pum was regulated and executed by function of the their office. The official posts of the offices such as the State Council, Six Ministries, Seungjeongwon, Hongmungwan whose role was pivotal at various respects were the most superior, followed successively by the posts of the Saheonbu and Saganwon in charge of the press, those of Sejasigangwon and and Seonggyungwan(成均館) in charge of the writings, those of Yukjosokahmun(六曹屬衙門) and those of Chang(倉), Sa(司) and Suh(署) at the early Chosun dynasty.
