The IT industry represents only 2% of GDP in Russia, but averages 5% in other developed countries. At each level of following criteria - telecommunication, informatization, and computerization - Russia is ranking very low among other countries of the world. The 31 million fixed telephone lines in Russia serve only 20% of the population and some 54,000 settlements still lack telephone access. Russia also has a relatively low number of mobile subscribers. But, mobile phone user growth has been dramatic. In 2000 mobile phone usage spread out of the major urban into the Russian regions.
Until 1993, the Russian telecommunications network was fully controlled by the Russian Ministry of Communications and Informatization. In 1993, local network operators were privatized in such a way that each region received one telecommunications provider. Rostelecom became the single national network operator, and 85 regional telecommunications companies were formed. In 1995, Svyazinvest, a holding company which consolidated the government stakes in all of the 85 regional telecommunication companies, was created. Svyazinvest is currently among the most profitable Russian companies.
Russian government is promoting the IT industry as the leading engine to stimulate the Russian economy. At the end of 2000, the Russian government approved a Ministry of Communications and Informatization plan to develop the IT industry.
This study tries to investigate the relationships between economic growth and development of IT industry in Russia utilizing Input-Output Model. Input-Output table is provided by Russia's Bureau of Economic Analysis. An input-output (IO) table contains the valuable information about the market allocation of resources in an economic system.
The scale of total output, the value-added. and the employment in the IT industry in Russia showed a slight increased. Various parameters indicate the impacts of the IT industries on the Russian economy are higher that the average of all industry. The backward linkage effect is significantly increasing, the sensitivity index also showed an increase in the case of IT industry. It implies that the role of the these industries as intermediate input is growing sharply. If there is 10% increase in final demand for IT industry in 1995, there will be 0.2% increase in the gross domestic output, and respectively, 0.2% - CDP, 0.1% - input, 0.1% - employment.
