This article explores the process of modern transition of European regional order with the purpose of drawing insights in discussing possible post-modern transition of global politics in the 21st century. As international relations theories have been based upon past experience of modern international order, it is difficult to rely upon them to illuminate the process of postmodern transition. Then, the study upon the modern transition as a case for long-term transitions may provide a clue for the current transformation. The conclusion of the Treaty of Westphalia(1648) has been regarded as the formal event to break the continuity from the Medieval times, because it coined the right of autonomy for territorial monarchs. However, competing theories that suggests other events such as the Council of Konstanz(1414), the Treaty of Rodi(1454), the Treaty of Utrecht, and dual revolution composed of industrial revolution and the French revolution, with firm theoretical grounds.
This article aims at reviewing these theories and finding the points of debate with the purpose of finding out the better ground for the future discussion. It suggests, first, that the modern transition of European regional order has been expanded for a much longer period than usually assumed. Second, different units, or sovereign competitors have existed with their own speed in modern transformation, making the transitory process more complex. Third, the process of modern transition, then, is the one with overlapping and complex units and their organizing principles, characterizing the process as multi-layered and multi-principled. This article concludes that the study of modern transition of international relations should be viewed from the perspective of historical sociology complementing the current international relations theory with more complex perspectives.
