This study is to develop the law-related education(LRE) program for juvenile offenders entails relatively less serious offenses(e.g., juvenile offenders under probation or in juvenile training schools), in order to teach juveniles their rights and responsibilities in a democratic society. This program is designed to promote citizenship and law-abiding behavior, and to improve the communication skills. problem-solving, decision-making abilities by reflective thinking and discussion on juvenile illegal acts and punishment on them.
For this purpose, the researchers inquired the juvenile crime trend and typical crime cases based on 300 juvenile crime cases, and interview 16 juvenile offenders on their raw knowledges and the needs of LRE.

Tpresent study can be summarized as follows.
1. This report is divided into three parts. The first part is the theoretical, practical discussion on developing of the LRE program, the second is the LRE program manual for juveniles trainers, and the other is the workbook for juveniles.
2. The LRE program based on this study offers a 10 week course, 2 hours a week, for the less serious juvenile offenders under probation or in juvenile training schools. The program is composed of five parts, e.g., introduction, understanding of the law, the legal explanation on typical juveniles crimes and consequences of crime, empathy on victims, and the juvenile justice system and differences between the adult and juvenile courts. It may be help teens build life skills such as empathy, problem solving, and anger management.
3. A 10 week course, 20-hours program includes 10 times, e.g., ①greeting each others, ② necessity of the law, ③ law-abiding driving of motorcycle, ④ sexual abuse, ⑤ danger of thefts, ⑥ violence crime and blackmailing, ⑦some other dangerous crimes of teens, ⑧ empathy on victims, ⑨ the juvenile justice system, and ⑩ prevention of re-offending: for my dreams.
4. Each time of this LRE program manual is composed of education goals of the time, main contents by stages(introduction, activities, and summary), keeping points in mind during each time process, and necessary goods.
5. This LRE program manual will be advanced through the program implementation in 2009. After operating guidelines have been finalized in 2008, Work on the actual classes will be completed in 2009.
