What was the historical meaning and status of the Yosun incident? Definitely speaking, the Yosun revolt have remained as Traumatic incident of our society since that time. The Yosun incident was a phenomenon which social conflicts during state building process was condensed. And the incident was regarded as a ‘national’ incident by the government. After all, this incident have served as a momentum, to reveal the secret of birth of the south korean modern nation state.
The government defined this incident as national ‘state of exception(emergency)’, and made policies and system which had an effect on every citizen’s common life. There was an way to power which has immunity from punish despite kill people for private reason, and there was another way to deprive people of every right so their death has no political, social and legal meaning.
The state’s press and cultural policy since Yosun incident had been deleting article, censorship, ordering cease to publish, and controling reports, and these actions were all based on ‘state of exception (emergency).’ These drastic suppression about freedom of the press always legitimated by ‘state of emergency’ logic.
As there was no law to support these press suppression, applying ‘Gwangmu press act’, and U.S. military government’s order was violation of the constitution and illegal.
There were one who monopolized every communication power, and one who lost all right to communicate. On the one hand, there was someone who censor every text, on the other hand, there were some people who should listen the government’s one-sided explanation.
Since the national security had priority over the freedom of the press, the press should reflect state policy and what is more, the press should be a weapon of war propaganda which inspire antagonism.
