Recently there has been growing concern over deindustrialization in Korea due to stagnation and overseas relocation of factories. So far the influence of it has been considered as not serious. Although deindustrialization hasn’t been a matter of grave concern up to the present, it will be a critical issue in a few years. Consequently, central gov’t or local gov’t must take countermeasures. First of all, Relocation and lockout of factories can be a chance to reform, therefore, there’s no need to regard the current situation as negative. Generally industrial structure changes from low valueadded industry to high value-added industry and from manufacturing industry to service industry. However, relocation of facilities not accompanying advancement of industrial structure will have adverse effect on local economy. Secondly, it is urgent to formulate a policy to enhance technological capabilityre of thee major industries, especially plans for innovative industrial cluster formation need to be drawn up.
