Rapid expansion of urbanization and concentration of population in Seoul Metropolitan City(SMC) have been creating serious transport problems such as traffic congestion. It causes social costs in energy, air pollution and transport subsidy due to inefficiency in operation of public transport services.
These problems are related to the issue of ‘Jurisdictional and Functional Fragmentation”. In SMC, most transport administration functions are operated by three large local government; Seoul, Gyunggi-do and Incheon. This fragmentation in transportation field leads to inefficient supplies of public transport services and other transport facilities.
This study aims at proposing the restructuring the regional transport administration system in SMC. Its main issues are concentrated on the phenomenon of jurisdictional fragmentation and finally proposed and newly established transport administration body which has exclusive responsibility of transport problems in SMC. Finally, this study proposes further arrangements for ongoing ‘MTA’ (Metropolitan Transportation Association).
