The ultimate goal of local self-government is to raise the quality of Residents' life through the promotion of quality and quantity of local administration service. accordingly, efficient financial operation is the central thing(hearts) in local self-government. till now, the operation of local finance in Korea has been much abuse. because the main body on local finance operation, namely a self-governing body, a local assembly didn't have special knowledge on financial operation, administrative responsibility for resident, they have wasted taxes of resident by operating illegality and impropriety. now in order to control these groups, the third group is demanded. this the third group is NGO(non governmental organization). NGO is not only a sovereign of local finance but also a taxpayer. This paper presents the roles the NGO for efficient finance operation of local government. ⅰ) the control(overseer), management function which watches and criticizes on financial operation ⅱ) the advocacy function which secures financial right of resident as citizens' agent ⅲ) the coordination function which coordinates the conflict among interest groups ⅳ) the educational function which produces necessary knowledge on rational finance operation.
