The Korean border region is regarded to be environmentally well preserved, but now confronted with the pressure of land development due to the increase of population and land use. Hence in order to prevent these well preserved lands from disordered land use, it is necessary to analyze in this study the influence of environmental factors, land use regulations and management policy by means of digitalized thematic maps, before a variety of land use plans is fixed. The analysis of the regional characteristics is conducted three phases by the methode of GIS: 1. to digitalize thematic maps of current developed lands, legally protected lands against development and environmentally preserved lands. 2. to overlap all of these three thematic maps and 3. as a result, to classify into two land groups, the land to be preserved and the reserved land for future development. Conclusionally this reserved land can be estimated, whether its capacity can cover the full extent of the population increase in 2006 or not. As a result, this article will allow to lively discuss a proper principle of land development in the viewpoint of nature preservation.
