This study reviewed the economic & regional policies in the post war of Japan. For gaining inspirations for the "National Well-Balanced Developing Policy" in Korea, we have investigated the "National Land Well-Balanced Developing Policy" in Japan and evaluated the performance of it with relating to the economic policy.
In Japan, the National Land Well-Balanced Developing Policy had begun in 1962. It was the anti-thesis against the "GDP-Doubling Plan(1960)" of IKEDA cabinet. Since 1962, the "National Comprehensive Development Plans" had been made and implemented in 5 times. The 5th NCDP(21c National Grand Design) decided in 1998 had changed the goal of regional policy, that is National Land Well-Balanced development, into the Regional Characteristic Development. By the 4 NCDPs, Japan central government had launched the mega projects which were the new industrial cities, the special region of industrial preparation, and the mega industrial bases. In 1980's, Capital relocation projects, Technopolis development, and Resort development were implemented by NAKASONE cabinet. These projects for National Land Well-Balanced Developing have some analogy to the projects of the National Well-Balanced Developing Policy in Korea.
In Japan, the National Land Well-Balanced Developing Policy was closed in 1998, since having brought about collapse of bubble economy in 1990. The NLWD policy in Japan had resulted in deficits of public finance on both central and local government. There were three main causes in failure of the NLWD policy. The first, the NLWD policy had been implemented and resulted in greater centralization of power. The second was the globalization of economy. The decentralization of industries have become ineffective in the globalization of industrial location. The third, the side-effect of NLWD policy, namely the inflation of land value have weakened the base of policy.
In this study, we gained a few of inspirations for the "National Well-Balanced Developing Policy" in Korea. There are to be needed new strategies for the "National Well-Balanced Developing Policy" in knowledge-based economy. Those are the decentralization of both administrative power and public finance, reforming of regional policy space size, and taking advantage of the metropolitan areas, etc.
