This paper has considered noncooperative trade policy involving tariffs or Quota in context of the extended game of endogenous timing. Of particular interest have been the Questions of: how policy instruments condition the nature of subgame perfect equilibria, and therefore, how instruments compare in terms of welfare; how leadership in policy may arises as an equilibrium phenomenon; and, how consumer preferences and inter-country differences in endowments may determine attitudes towards leadership in policy and the extent of intervention in trade.
It was found that trade is not eliminated in any subgame perfect equilibria involving sequential play with Quotas. On the other hand, if tariffs are used instead, the number and nature of possible subgame perfect equilibria can vary depending upon the nature of comparative advantage and consumer preferences.
