Systems of products inspection being utilized in international transactions of products and its countermeasures.
Some developing countries are strengthening clearance management such as carrying out inspection on qualities of the products to be imported and on appropriateness of its price prior to shipment from exporting countries in order to prevent irrational practice such as tax evasion and assuring effectiveness in control of foreign exchange in connection with international transaction of products through commissioning such duty for inspection to professional agencies.
In this treatise this author addressed WTO's regulations with regard to the preshipment inspection system in connection with exportation to developing countries as one of strategy for exportation by our country and recommended relevant counter-measures:
Main counter-measures should include.
First, legislation of relevant system in the country,
Second, fostering inspection agencies and relevant enterprises in Korea.
Third, search for ways to exempt inspection of products with an amount below a certain level;
Fourth, presentation of list of transaction price in advance,
And finally, strengthening penalties for irregular trade transactions.
