In the nineteenth century, Friedlich List (1789-1846) was a leading economist in Germany. He published Four books "Wider Die Unberentze der Bauernguter (1816)", "Outlines of American Political Economy(1827)", "Die Ackerverfassung, die Zwergwirtschaft und die Auswanderug(1842)", "Das Nationale System der Politischen Oekonomies(1841)", and "Die Politisch- Oecononisch Nationaleinheit der Deutschen (1945-6)".
In his book, "Das Nationale System der Politischen Oekonomies(1841)", List commented on British liberalism and the free trade of Adam Smith's book "An Inquiry into Nature and Causes of the Wealth of Nations(1776)". List argued that a protection was necessary for the harmony and balance among agriculture, manufacture, and commerce to develop national economy for the lower economic development countries, for example, France, United States, and Germany in the nineteenth century. In his international trade theory, List proposed that the lower economic development countries should be necessary for political independent with protectionism to develop national economy.
In particular, Bismark(1815-1898), prime minister, in Germany adopted List's thoughts and theory to harmonize discord of the German people.
The purpose of this study is to provide the economic thought and theory that use for developing the basic concept of the political and economic harmony of Korean peninsular. This study introduced List's theory and examined that List had involved the movement of protectionism with commenting on British liberalism in the United States and France. Also, this study examined a formation of Adam Smith's theory and reviewed a development of List's economic thoughts in the nineteenth century.
