The offshore use of a currency indicates the degree of use and retention of a country's currency outside the country where it is circulated. Several conditions should be met for a country's currency to be used out of the country and this study evaluated Korean won's possibility for offshore use based on the five basic conditions which Tavlas and Ozeki suggested.
In order to evaluate Its possibility for the offshore use, this study took into consideration a total of 26 currencies including those of the OECD countries, Singapore, and Thailand which are adjacent to Korea as comparative currencies. According to the analysis in this study, Korean Won was evaluated to meet the condition of availability and convenience. However, it is inappropriate for the condition of reliability against price fluctuation, and much more so in terms of finance and capital market.
Therefore, overall internal and external economic conditions considered, it can be said that the offshore use of Korean Won needs to be implemented by stages within the limits. This means that the offshore use of Korean Won should be carried out on the principle of meeting the five basic conditions first and then liberalizing the system, to minimize bad side effects and to maintain the economic growth.
