TradeCard is a typical example of electronic settlement systems that has been serviced now. TradeCard service was started from November, 1999 and has been used by many exporters and importers of countries such as USA, Hong Kong, Taiwan, Singapore, Korea and Japan.
This article is to investigate problems in using TradeCard system as international electronic settlement in Korea by interviews with exports and importers using it now and to propose a few of reform measures that are based on interview investigations.
According to TradeCard Co., TradeCard's hosted global trade transaction platform streamlines the procurement processes to settlement and manages all trade data and documentation over the life-cycle of the transaction in a collaborative online workspace. And TradeCard's additional benefits are ⅰ) visibility into payables and receivables status enables better cash management, ⅱ) easy integration and interaction with 3rd party logistics, inspection, insurance, credit and financing providers, ⅲ) schedule and approve payments online based on accurate and up-to-date fulfillment information and so on.
But according to results of interview investigation, TradeCard system does not give exports and imports the desired results that TradeCard Co. insists. I think the causes are not only insufficiency of institutional, legal and technical infrastructures for electronic trade and settlement, but the problems of the present system and management of TradeCard.
