Nowadays, the international trade is moved to regionalism from multilateralism. This movement will have an effect on trade policy of Korea.
The multilateralism is a multilateral trade negotiation. In fact, GATT in the past and WTO nowadays have adapted this multilateralism to expand liberal trade system with enacting the trade rules such as fair and liberal trade, a multilateral trade, and most favored nation(none discriminatory) treatment.
In the other side, the regionalism is a bilateral or plurilateral trade negotiation. The regionalism is pursued to have the promotion of trade with eliminating barriers to trade by plurilateral negotiation between parties (nations). In the agreement of WTO, the regionalism is defined as a Regional Trade Agreement such as Custom Union, Free Trade Agreement, Interim Agreement, and etc. In the present, WTO showed that the Regional Trade Agreements have 162cases in the world wide. In these Regional Trade Agreements, the Free Trade Agreement (FTA) has 101 cases in the most. However, Korea has only Two cases of FTA that are between Korea and Chile in April, 2004 , and between Korea and Singapore in April, 2005.
The purpose of this study is to provide the direction of FTA policy in Korea. This study reviewed the implementation of FTA policy by Korean Government, the present conditions of FTA in the world wide, and examined the previous studies to be connected with FTA.
In this study, the First raised an issue of FTA policy. The Second examined a formation of the international trade system. The third compared regionalism to multilateralism. The forth reviewed the previous studies of regional integration. The fifth analyzed the FTA policy of Korean Government. The last concluded this study.
