With the concepts of economies of scale and reduced transport costs, the Nobel prize winner in economics, Paul Krugman, related trade theory with economic geography. Similarly and actually more systematically, the business economist, Michael Porter, has developed a cluster theory, linking trade (or production) theory to economic geography. This paper extends Porter's cluster theory, which is domestically oriented, to the international context, i.e., the international cluster of neighboring countries, and applies this new concept to a possible international cluster in Northeast Asia, including Korea, Japan, China, and Russia. It is often said that Korea is sandwiched by Japan and China. However, the economic or business relationship is not a zero sum game. This paper proves that the relationship in this region is more cooperative than competitive. The relationship among the Northeast Asian countries is not just economic, but also cultural. For this purpose, we also consider cultural dimensions, in order to enhance the competitiveness of the region, as well as that of the individual countries. The paper goes over some case studies of selected industries and also conducts statistical analysis. The results of this study will provide useful implications: from domestic to international clusters; from competition to cooperation; and from trade to cooperative production and business.
