This paper reviewed the evaluation indexes in the Preliminary feasibility study to know if they evaluate transportation facility reasonably to invest the sustainable transportation facility. To do this, overseas transportation evaluation systems were reviewed, after which the weights by evaluation indexes in fulfilled preliminary feasibility study in Korea were compared and analyzed. As the results, the environmental index and regional balanced development index needed to be reformed in terms of the evaluation method and the status. The environmental index was suggested not only to include environmental effect and friendly environmental facility indexes but also to have the evaluation criteria. Regional balanced development were renamed to regional development and the region's underdevelopment degree should be changed to the supply level of transportation facility and the vitalization of regional economy were modified in terms of measurement. 3 alternatives were suggested in terms of the status of the environmental index and the regionally balanced development. Two of alternatives were verified and compared with current evaluation about 7 railways. As a result, AHP results of two alternatives were higher than current measurement. The reason seems that not only the weights and evaluation scores of friendly environmental facility were given highly but also the evaluation score of the supply level of transportation facility were given highly.
