As the capability and performance of a satellite have been improved, the communication structure of the satellite should be improved to send more commands and gather more telemetry data. For the efficiency of data handling, it is necessary to change the fixed data format of the old satellite. In the fixed data format, the downlink interval and types for telemetry was limited. To overcome the limit, the packet based telemetry format will be proposed for the new low-orbiting satellite. For the uplink data format, the flexible type command format is considered. Command format for the launched low-orbiting satellite was limited so it makes uplink of larger commands difficult.
