We can perform the real-time services such as the video conferences, the audio service, and video service as well as the data transfer by advances in the internet. These services require different transfer features and a different quality of service (QoS). We are studying the Integrated Service method and the Differentiated Service method to provide the QoS. The Assured Service of the Differentiated Service for describing in this article guarantees the Committed Information Rate even if the Throughput decreases by the congestion situation. But, when the congestion situation happen, because the flow with low Committed Information Rate take over the bandwidth in the flow with high Committed Information Rate due to the feature of TCP, we can't guarantee the Committed Information Rate. In this article, we apply the B/C (Bandwidth / Connection number) to TSW (Time-Sliding window) packet Tagging algorithm used in the Edge Router to solve the problem above and control in order that the connection that has B/C or higher CIR can create more OUT packets than the connection that has fewer CIR than B/C. We check that the suggested TSW tagging algorithm have more improved performance than the existing TSW tagging algorithm on the fairness side in view of the results so far examined with the NS-2 simulator.
