This study analyzes the ‘president’ factor in policy-making process of Kazakhstan by identifying with how much this factor influences over the foreign policy formation institutionally and personally. In order to measure the power and influence of the President in Kazakhstani policy-making process, the study explores the competences of the President of Kazakhstan at the legal aspect and also analyzes how much Nazarbayev’s orientation was reflected in policy-making by reviewing realized foreign and energy policies since independence. Under the super-Presidentialism and authoritarian leadership, President Nazarbayev is legally empowered never-surpassed power than any institutions and individuals have. At the same vein, multi-vector diplomacy and pragmatism which have been the main policy orientation of President Nazarbayev are reflected in so far foreign and energy policies. Therefore, it is likely to conclude that President N. Nazarbayev as of the constitutional institution and also an individual is most influential and the source of power in policy-making process in contemporary Kazakhstan. By this regard, Korea’s establishing constructive relationship with and energy policy towards Kazakhstan would be more effective only if the understanding of such characteristics regarding ‘president’ factor in the policy-making process is preceded.
