Realizing a policy-based election, where voters vote in accordance with election pledges, it is the most important that each candidate’s programs have clear distinction from others'. Is this distinction of election pledges shown in our local election? To get an answer for this question, the election pledges from each mayoral election camp on the 2006 Local Election have been analyzed by categorizing them into three different categories: visions, prior areas, and policies.
In result, there actually were some distinction among the candidates’ pledges since each candidate had different orientations. Hu, Nam-sik, representing conservatives, presented policies on globalization with economical development in the top priority. Besides, Kim, Suk-jun, representing progressives, presented policies placing the people’s livelihood and public welfare at the top. However, Oh, Gu-don, who was relatively leading the campaign than Kim, let voters fail to find any distinction from other two candidates since his pledges turn into a catch-all program pursuing development and welfare at the same time. Though centrist is one of political position that people can take, it is not just taking policies from two opposite positions at the central position. Thus centrists need to present voters clear philosophy and vision, and develop policies of their own.
